PT MEULABOH POWER GENERATION's power plant consists of two 225MW subcritical circulating fluidized bed coal-fired power generation units and associated auxiliary facilities. The plant is located near Meulaboh City, Aceh Province, and is scheduled to begin commercial operation on December 30, 2023.
2. Scope of Bidding
This procurement includes insurance coverage for PT MEULABOH POWER GENERATION's property all risks, business interruption insurance (property all risks), machinery damage insurance, business interruption insurance (machine damage), and commercial general liability insurance for the 2025-2026 period.
3. Bidder Qualification Requirements:
Bidders must be able to provide insurance that meets the requirements of the tender executor and meet the following eligibility criteria:
3.1. The bidder's headquarters must be a qualified Indonesian insurance company with a registered office in Indonesia, as evidenced by a Certificate of Company Registration (Surat Keterangan Domisili Perusahaan), and hold a valid insurance business license issued by the Indonesian Financial Services Authority (Otoritas Jasa Keuangan - OJK).
3.2. The bidder's premium income in 2024 must be ranked among the top 20 in the Indonesian insurance market.
3.3. The reinsurance company's credit rating must be A- or above by Standard & Poor's/Fitch or A&M Best, or A3 or above by Moody's (whichever is the reinsurance company's credit rating).
3.4. The bidder must have experience in similar project services.
3.5. The bidder must not be in the following circumstances:
I. The bidder is bankrupt or has been ordered to cease operations.
II. The bidder has the same legal representative as another bidder, or is the parent company, subsidiary, holding company, or affiliate of another bidder.
III. The bidder forms a consortium with another insurance company.
4. Registration
4.1 The deadline for registration to participate in this tender is 18:00 (Indonesian time) on October 9, 2025.
4.2 Interested bidders should send an email to the tender administrator via the email address specified in Section 8 of this announcement. This email should include a request for the delivery of the tender documents and the bidder's valid official email address. The email address provided in the email will be used for delivery of the tender documents.
5. Collection of Tender Documents:
Method for Collection of Tender Documents: Bidders should provide their company name, contact information, valid email address, office phone number, and mobile phone number of the contact person for this tender in the registration letter. The tender administrator will deliver the tender documents via email.
6. Response Document Submission
6.1 Deadline for Response Document Submission

Pembangkit listrik PT MEULABOH POWER GENERATION terdiri dari dua unit Pembangkit Listrik Tenaga Uap (PLTU) subkritis bersirkulasi fluidized bed berkapasitas 225MW dan fasilitas pendukung terkait. Pembangkit ini berlokasi di dekat Kota Meulaboh, Provinsi Aceh, yang mulai beroperasi secara komersial pada 30 Desember 2023.
2. Ruang Lingkup Tender
Pembelian ini mencakup pertanggungan asuransi untuk semua risiko properti (property all risks), asuransi gangguan usaha (property all risks), asuransi kerusakan mesin, asuransi gangguan usaha (kerusakan mesin), dan asuransi tanggung jawab umum komersial (commercial general liability) PT MEULABOH POWER GENERATION untuk periode 2025-2026.
3. Persyaratan Kualifikasi Peserta tender:
Peserta tender harus dapat menyediakan asuransi yang memenuhi persyaratan pelaksana tender dan memenuhi kriteria kelayakan berikut:
3.1. Kantor pusat penawar harus merupakan perusahaan asuransi Indonesia yang memenuhi syarat dan berkantor terdaftar di Indonesia, sebagaimana dibuktikan dengan Surat Keterangan Domisili Perusahaan, dan memiliki izin usaha perasuransian yang sah yang dikeluarkan oleh Otoritas Jasa Keuangan (OJK).
3.2. Pendapatan premi penawar pada tahun 2024 harus berada di peringkat 20 besar di pasar asuransi Indonesia.
3.3. Peringkat kredit perusahaan reasuransi harus A- atau lebih tinggi dari Standard & Poor's/Fitch atau A&M Best, atau A3 atau lebih tinggi dari Moody's (mana pun yang merupakan peringkat kredit perusahaan reasuransi tersebut).
3.4. Penawar harus memiliki pengalaman dalam layanan proyek serupa.
3.5. Penawar tidak boleh berada dalam kondisi berikut:
I. Penawar pailit atau telah diperintahkan untuk menghentikan operasinya.
II. Penawar memiliki perwakilan hukum yang sama dengan penawar lain, atau merupakan perusahaan induk, anak perusahaan, perusahaan induk, atau afiliasi dari penawar lain.
III. Peserta tender membentuk konsorsium dengan perusahaan asuransi lain.
4. Pendaftaran
4.1 Batas waktu pendaftaran untuk mengikuti tender ini adalah pukul 18.00 (Waktu Indonesia Barat) pada tanggal 9 Oktober 2025.
4.2 Peserta tender yang berminat harus mengirimkan email kepada penyelenggara tender melalui alamat email yang tercantum pada Bagian 8 pengumuman ini. Email tersebut juga harus menyertakan permintaan pengiriman dokumen tender dan alamat email resmi peserta tender yang valid. Alamat email yang diberikan dalam email selanjutnya akan digunakan untuk pengiriman dokumen tender.
5. Pengambilan Dokumen Tender:
